Job description

Evaluator - Assessment of the Development Account Project 2225O “RESILIENT AND INCLUSIVE PUBLIC MANAGEMENT SYSTEMS FOR SUSTAINABLE DEVELOPMENT IN LATIN AMERICA AND THE CARIBBEAN” Job ID :

This contract is for a short-term consulting engagement to evaluate the Development Account (DA) project “RESILIENT AND INCLUSIVE PUBLIC MANAGEMENT SYSTEMS FOR SUSTAINABLE DEVELOPMENT IN LATIN AMERICA AND THE CARIBBEAN” (Project ID 2225O).

The consultant will deliver a series of evaluation outputs according to the ECLAC reporting template and present the findings to ECLAC staff.

Deliverables

  • Work Plan and Inception Report (due within 4 weeks after contract signature).

    The draft must include: project background and profile, a full literature review of all related documentation, a detailed Work Plan of all assessment activities for the 2023Q cycle, and a full evaluation methodology and data collection instruments.

    Draft survey, focus group and interview tools must also be included.

  • Draft Final Evaluation Report (due within 12 weeks after contract signature).

    The draft must be a concise and no longer than 40 pages, including an executive summary, main results, findings, conclusions, lessons learned, recommendations, and sustainability considerations.

  • Final Evaluation Report (due within 16 weeks after contract signature).

    The final report must incorporate all comments from PPOD and the ERG and follow the ECLAC DA evaluation template.

    Clearance from PPOD is required prior to delivery.

  • Presentation of Results (co-delivered with the Final Evaluation Report).

    The consultant will deliver a final presentation of the main evaluation results to ECLAC staff at the same time as the final report delivery.

Payment Schedule

  • 30% upon satisfactory delivery of the Inception Report.

  • 30% upon satisfactory delivery of the Draft Final Evaluation Report.

  • 40% upon satisfactory delivery and presentation of the Final Evaluation Report.
